As the co-owners of Home Instead Dubuque, Bob and Janet Baumgart bring together entrepreneurial leadership and deep purpose — building a company that elevates what in-home senior care can mean for both families and care professionals.
Since purchasing their first Home Instead franchise in Waukee and Ames in 2014, Bob and Janet have grown their organization with a clear mission:
- To make an impact today by helping older adults age in place with dignity
- To become an employer of choice for compassionate caregivers
- And to leave a legacy of quality, connection, and innovation in long-term care
Janet’s background as a Registered Nurse has shaped the organization’s values and care philosophy, especially in serving older adults with Alzheimer’s and other age-related conditions. While she is not involved in day-to-day operations in this franchise location, her insight continues to influence the company’s vision of thoughtful, family-centered care.
Bob brings a strong background in organizational leadership, with a focus on strategy, operational excellence, and people-first growth. He leads the business with a passion for developing leaders, supporting care teams, and ensuring each office — including the Dubuque region — reflects the high standards and heartfelt service the Home Instead name is known for.
Together, Bob and Janet continue to guide Baumgart Home Care with the belief that home care isn’t just a service — it’s a calling.

Leading strategic growth and quality home care delivery across Iowa and Missouri
Amy Alden brings over 20 years of experience in home care leadership to her role as Vice President of Operations for Baumgart Home Care Inc., where she provides strategic vision, operational guidance, and core process development for a growing network of Home Instead franchises, including the Dubuque-region office serving Dubuque, Delaware, Clayton, and Jackson Counties (IA), Grant County (WI), and Jo Daviess County (IL).
Amy began her career with Home Instead in 2004 and has spent the decades since redefining what’s possible for families who want meaningful, dignified alternatives to institutional care. Her expertise lies in developing deeply personalized, long-term care solutions — particularly for those living with Alzheimer’s disease, dementia, and cognitive loss — and scaling those systems without sacrificing human connection.
Amy’s leadership has been shaped by both professional expertise and personal conviction. After witnessing her own grandmother’s painful experience in a nursing home, she became committed to building a better model — one where older adults are seen, heard, and honored, right in the homes they love. She has served as an advisory board member for Central Iowa’s Area Agency on Aging, a longtime board chair for the Walk to End Alzheimer’s, a HERO volunteer, and a former board member of Heartland Senior Services, which supports low-income aging adults through essential services like adult day programs and transportation.
Today, Amy focuses on building scalable processes that keep individual preferences and quality outcomes at the forefront. She works closely with each location’s General Manager and admin team, ensuring that the company’s purpose — to help people age on their own terms — drives every decision.
Her leadership is values-driven, people-first, and fueled by a simple belief:

Tara Welty - General Manager
As General Manager for Home Instead Dubuque, Tara Welty leads with both heart and operational excellence — overseeing the day-to-day functions of the business while ensuring that every client and caregiver feels supported, empowered, and heard.
Tara’s journey into in-home senior care began during her time as an Affordable Housing Director for seniors and adults with disabilities. It was there she saw the life-changing impact of just a little extra help — and realized that so many older adults were only one compassionate caregiver away from maintaining their independence. That insight became her driving force: to help more families find trusted home care in Dubuque, Galena, Platteville, and surrounding communities.
In her current role, Tara wears many hats — from care planning and caregiver mentoring to systems leadership and family communication. She is passionate about building a mission-driven care team that delivers consistent, dignified service to older adults across the region.
Tara is known for her thoughtful leadership style, grounded in empathy, integrity, and a strong belief in the power of aging in place. She values real relationships and meaningful outcomes, both for the families her team serves and the professional caregivers who make it all possible.
Outside of work, Tara finds joy in cheering on her kids at sporting events, planning family adventures, and creating lasting memories through the little moments in each season of life.

Elizabeth Greene - Client Care Manager
As Client Care Manager for Home Instead Dubuque, Elizabeth Greene brings over 15 years of healthcare experience and a profound commitment to personalized, compassionate senior care. She supports clients and families across communities like Galena, East Dubuque, Platteville, Potosi, Bellevue, and Peosta, guiding them through every stage of the care journey.
Elizabeth holds both a Bachelor’s and Master’s degree in Healthcare Administration, and her professional path has spanned hospitals, hospice, and long-term care settings. Her heart, however, has always been drawn to serving older adults — especially those living with Alzheimer’s disease, dementia, or other chronic conditions. Her background in hospice care gives her the ability to offer steady, empathetic support to families during times of uncertainty, ensuring that clients feel safe, heard, and respected.
In her role as Client Care Manager, Elizabeth works hand-in-hand with our RN-supervised caregiving team to develop thoughtful, individualized plans that honor each client’s routines, preferences, and personal goals. She is known for her calm presence, strong advocacy, and belief that aging at home can and should be a dignified, supported experience.
Elizabeth finds daily inspiration in her children’s curiosity and energy — reminding her of the importance of presence, patience, and meaningful connection at every life stage.

Kennedy Mundschenck-Recruitment and Engagement
Kennedy brings both heart and firsthand experience to her role as Recruitment and Engagement Coordinator for Home Instead. Based in Dubuque, she supports the growth and success of our care professional team across communities like East Dubuque, Galena, Bellevue, Peosta, Platteville, and Potosi.
With an Associate’s Degree in Human Resources and a career in HR since 2020, Kennedy approaches her work with a thoughtful and relational mindset. But her journey with Home Instead actually began over a decade ago — as a caregiver herself. That lived experience shapes everything she does today. She understands the challenges and the rewards of in-home caregiving, and uses that insight to bridge the gap between the office and the field, ensuring that each care pro feels seen, supported, and valued.
Kennedy is especially passionate about hiring compassionate caregivers who are driven not just by task lists, but by a deep desire to connect with older adults and make a personal impact. She has a keen eye for recognizing professionals with a special gift for dementia care and takes pride in pairing them with clients who will benefit most from their presence.
Whether she’s walking a new hire through their first shift or celebrating milestones with a longtime team member, Kennedy’s goal is to elevate the caregiver experience — and, in doing so, improve the lives of the families we serve.

Janet Schauff-Business Development Advisor
With a background in real estate, entrepreneurship, and family caregiving, Janet brings warmth, experience, and purpose to her role with Home Instead Dubuque. She serves as both a community connector and a family advocate — helping people understand their options and access the in-home care support they may not know exists.
Janet’s passion for aging in place is personal. Years ago, she faced the challenge of helping her own father navigate care options — and she vividly remembers what it felt like to not know where to turn. That experience now fuels her mission to ensure no other family feels alone during the aging journey.
As a trusted local resource, Janet focuses on building relationships with area families and community partners across Dubuque, Galena, Platteville, East Dubuque, and surrounding towns. Whether she’s attending a senior health event, meeting with referral partners, or guiding a family through their first care conversation, Janet brings a compassionate, educational approach that reflects the heart of Home Instead.
Outside of work, you can find Janet spending time with her children and grandchildren or cheering on her favorite Wisconsin sports teams with pride.
