Home Instead Speaks Up for Caregivers About New California Senate Bill 730

Our team at Home Instead of Whittier, CA was proud to represent Home Instead caregivers and our fellow home care agencies as the Home Care Association of America (HCAOA) California Chapter works to pass Senate Bill 730. This newly introduced legislation would clarify existing law that covers the duties and home care services we are able to perform for our clients. This is a HUGE deal for us and our clients so we made sure to show our support and let our representatives know how important it is to speak on our behalf.

SB730, filed by Sen. Rosilicie Ochoa Bogh, aims to provide authorization to caregivers to provide non-medical services to seniors. The bill clarifies that home care aides can assist with medication, including opening the container, ensuring the client is aware of written instructions, and assisting with topical medication application. The bill also clarifies that toileting and incontinence care includes assisting with emptying colostomy, catheter, or urostomy bags, but not removing or inserting them. Additionally, reading blood pressure and body temperature under the supervision of a nurse includes taking readings of digital blood pressure or oxygen levels and reporting them to the client’s medical care team.
