As General Manager for Home Instead Dubuque, Tara Welty leads with both heart and operational excellence - overseeing the day-to-day functions of the business while ensuring that every client and caregiver feels supported, empowered, and heard. Tara's journey into in-home senior care began during her time as an Affordable Housing Director for seniors and adults with disabilities. It was there she saw the life-changing impact of just a little extra help - and realized that so many older adults were only one compassionate caregiver away from maintaining their independence. That insight became her driving force: to help more families find trusted home care in Dubuque, Galena, Platteville, and surrounding communities. In her current role, Tara wears many hats - from care planning and caregiver mentoring to systems leadership and family communication. She is passionate about building a mission-driven care team that delivers consistent, dignified service to older adults across the region. Tara is known for her thoughtful leadership style, grounded in empathy, integrity, and a strong belief in the power of aging in place. She values real relationships and meaningful outcomes, both for the families her team serves and the professional caregivers who make it all possible. Outside of work, Tara finds joy in cheering on her kids at sporting events, planning family adventures, and creating lasting memories through the little moments in each season of life.

Recruitment and Engagement Coordinator

Kirsten Cole is a valued member of the Home Instead Dubuque team, where she serves as a recruiter, coach, motivator, and advocate for Care Professionals. She collaborates across the organization to recruit, hire, and onboard compassionate caregivers who are dedicated to providing exceptional in-home senior care. From welcoming new Care Pros during onboarding to providing first-shift check-ins, coaching through challenges, and recognizing outstanding performance, Kirsten is committed to helping every Care Professional succeed. Kirsten believes that exceptional senior care begins with supporting the people who provide it. She works closely with both new and experienced Care Professionals to ensure they have the guidance, encouragement, and resources they need to deliver personalized, compassionate care while living out Home Instead's North Stars and standards of excellence. She also enjoys planning appreciation events and engagement activities that celebrate the incredible work Care Pros do every day and foster a strong, connected team culture. Her passion for senior care is deeply personal. Watching her own 90-year-old mother navigate the challenges of aging inspired Kirsten's commitment to helping older adults remain safe, independent, and connected in the comfort of their own homes whenever possible. She understands the value of meaningful companionship, home-cooked meals, shared conversations, and assistance with everyday activities—simple moments that can greatly enhance a senior's quality of life and provide peace of mind for families. Outside of work, Kirsten enjoys running on both city streets and scenic nature trails and spending as much time outdoors as possible with her German Shepherd, Tana. She also loves exploring antique malls and thrift stores, always on the lookout for unique treasures. Her enthusiasm, compassion, and dedication to supporting both seniors and Care Professionals make her an essential part of the Home Instead team and its mission to provide trusted, high-quality in-home care for aging adults.

Business Development Advisor

With a background in real estate, entrepreneurship, and family caregiving, Janet brings warmth, experience, and purpose to her role with Home Instead Dubuque. She serves as both a community connector and a family advocate - helping people understand their options and access the in-home care support they may not know exists. Janet's passion for aging in place is personal. Years ago, she faced the challenge of helping her own father navigate care options - and she vividly remembers what it felt like to not know where to turn. That experience now fuels her mission to ensure no other family feels alone during the aging journey. As a trusted local resource, Janet focuses on building relationships with area families and community partners across Dubuque, Galena, Platteville, East Dubuque, and surrounding towns. Whether she's attending a senior health event, meeting with referral partners, or guiding a family through their first care conversation, Janet brings a compassionate, educational approach that reflects the heart of Home Instead. Outside of work, you can find Janet spending time with her children and grandchildren or cheering on her favorite Wisconsin sports teams with pride.

Scheduling Coordinator

Amber Kamp serves as a Scheduling Coordinator at Home Instead, where she helps ensure seniors receive dependable, personalized in-home care by connecting clients with the right Care Professionals. She works closely with clients, families, and caregivers to coordinate schedules and provide a seamless care experience. With more than 13 years of experience as an Office Manager, Amber has built a strong foundation in organization, customer service, and operations. She thrives in fast-paced environments and enjoys solving challenges while keeping clients' needs at the center of every decision. Amber earned her degree in Medical Transcription from Northeast Iowa Community College (NICC). Her commitment to continuous learning and professional growth has helped her successfully transition into senior care scheduling, where she enjoys supporting both clients and Care Professionals. Known for her patience, attention to detail, and positive attitude, Amber is passionate about building strong relationships and helping families feel confident that their loved ones are receiving compassionate, high-quality care. She takes pride in being part of a team that helps older adults remain safe and independent at home. Outside of work, Amber enjoys spending time with her family and granddaughter, boating on the river, gardening, yoga, walking, antiquing, and decorating. Whether she's outdoors or working on a creative project, she values family, balance, and making meaningful connections both at work and in her everyday life.
